On the overall score, Casten leads 4.8 to 1.5 out of 5. Casten’s official and campaign sites name specific bills and dollar amounts, and a vote tracker backs the main votes; Conforti’s positions come from her campaign page, voter guides and one interview. The gap partly reflects that Casten is an incumbent with a voting record (Tier 1), which the method rewards. Scores (0 to 5) measure how specific and well-sourced each position is, not whether the policy is good. Confidence follows the rubric: High, Medium or Low.

1. Overall approach to health care

Casten: 5 (High). Conforti: 2 (Medium). Casten backs a universal coverage goal with votes; Conforti proposes market options and transparency.​

Both plans would need congressional action, and neither candidate has released a full cost estimate, per Fox 7. Talarico's evidence is campaign material and news reports; he has no federal votes, so Tier 1 evidence on this criterion is limited to his Texas House record, which I did not review for coverage bills.

2. Reproductive rights

Casten: 5 (High). Conforti: 2 (Medium). Casten’s record spans abortion, contraception, IVF, maternal care and clinic protections; Conforti’s evidence is her stated stance and voter-guide answers.

Gaps, conflicts and caveats

These scores rest on the sources listed below as of October 5, 2026. Bold numbers are 0 to 5 sub-scores for that row; tier numbers refer to the rubric’s evidence tiers.

  • Revisions after reading sources in full. Casten rose from 4.5 to 4.8: his campaign site confirms the generics, maternal health, Lorna Breen and Inflation Reduction Act items, and the vote tracker shows a Right to Contraception Act cosponsorship I had marked as not found. Conforti stays at 1.5, though two details changed: she chose not to answer iVoterGuide’s questions on embryos and the Comstock Act (I had written they were not visible), and she picked no option on its health care question (I had written she left Medicaid blank).

  • Incumbents are favored by the method. Casten has votes and sponsored bills (Tier 1); Conforti has never held office.

  • Self-reported and tracker material. Casten’s funding amounts, his Inflation Reduction Act role and House passage of the aviation bill come from his own materials. Votes cited to Your Rep’s Record rely on that tracking site’s summary of Congress.gov, not on congress.gov pages I opened. iVoterGuide is a conservative voter guide and its answer dates are not stated.

  • Older pages. Parts of Casten’s house.gov health pages are older; I used them only where a current page or tracker agreed.

  • Not found: Conforti on Medicaid, IVF, contraception, maternal care and drug prices; Casten on pharmacy benefit managers and 988.

  • Next checks: congress.gov roll calls for the 2025 and 2026 votes, Conforti’s answers to any new questionnaires, and any debate transcript.
